The water pump house at 1879 E. Walnut Street is significant as an intact example of Art Deco style applied to a utilitarian municipal building. The building exhibits architectural integrity (its ability to demonstrate why it is significant) through its design, materials and workmanship. The building was designed in a style associated with its construction date and all elements of the design and original materials remain. The workmanship is high quality, as evidenced by its superb condition. Exterior character-defining features include, but are not limited to the massing, plan and roof form; asymmetrical façade with vertical orientation, wall coating, decorative pilasters and stylized details. The designation of the property is limited to the building itself and not the equipment or infrastructure on the remainder of the property. Furthermore, the designation only affects the exterior of the building, because the request is for landmark (rather than historic monument) designation.
